Northern Goals
The Northern Goals foundation was founded in 2004 by the Rashi foundation. In the past decade, Northern Goals has been operating as an independent organization, as part of the Rashi network. For two decades now, Northern Goals has been a leading foundation in the development, initiation and operation of professional and culturally-tailored services aimed at the promotion of social mobility in welfare and education. Our target audience are children, youth and families that contend with the particular ensuring accessibility of services for recipients – all aimed at the promotion of the quality of life in the municipality as a whole.
Our activities span the entire northern region of Israel, with 600 employees, who engage with 30,000 northern residents in approximately 120 communities. Northern Goals operates in collaboration with government entities such as the Ministry of Welfare and Social Affairs, the Ministry of Labor and the Ministry of Education, and more. Among our partners are philanthropic foundations, local municipalities and public social organizations.
Our mission
Life in Israel’s northern geographic periphery has its own specific challenges, such as the large dispersal of small and far-apart communities, a typically low socioeconomic status, and a highly culturally and socially diversified population.

In the two decades of our existence, Northern Goals has gained broad experience and expertise in tackling the special challenges of the northern region. We have established a wide network of partnerships with local municipalities across the region – Jewish, Arab and Druze – creating a high standard of service through investment in our human capital as a prerequisite for our enterprise. Thanks to a vast organizational infrastructure across the local municipalities in the northern region, we have the ability to replicate and expand our services swiftly and effectively wherever they are needed.

over 56% of the population of Israel’s northern region belongs to the Arab and Druze society. We see our operation within these communities as a mission and an important responsibility. with proven expertise in the mentorship and professional training for over 600 field workers, we specialize in the development and spearheading of on-the-job training, that combines professional hands-on experience with cutting-edge tools and methods and continuous learning.
